Purpose

The NC IPMA-HR Scholarship Program establishes opportunities to assist chapter members in their professional development. Scholarships will be awarded based on the financial needs of the employing organization and other criteria.


Scholarship Applicant Qualifications and Criteria


  • Must be a current NC IPMA-HR member for at least two years preceding date of scholarship application
  • Must be employed in personnel administration or human resource management
  • Additional consideration given for participation on boards and committees in NC IPMA-HR
  • Length of membership in NC IPMA-HR
  • How the program will benefit the applicant
  • Applicant’s level of participation in NC IPMA-HR
  • Applicant’s contributions to NC IPMA-HR
  • Diversity of organizations represented in the program

Undergraduate /Graduate Scholarship Description and Procedures


This scholarship was established in honor of Dr. Donald L. Hayman and provides funding for up to two courses per year in personnel management or public administration as follows:

  • Payment will be a maximum of $1000 per year. Payment will be for tuition and books only
  • Payment can be made by the following options: directly to the recipient, the institution in the name of the institution and the member or as reimbursement upon successful completion of the course(s)
  • Applicant must provide documentation of being accepted and registered for course(s)
  • Completion of a course(s) is not required to award a scholarship; however, if money is dispersed prior to the course, the recipient will be asked to provide documentation of have successfully completed the course work

Municipal/County Administration Scholarship Description and Procedures

This scholarship was established in honor of Jake Wicker and provides funding as follows:

  • Payment will be a maximum of $1000 per year.
  • Payment can be made in advance, if time permits, directly to the Institute of Government in the name of the member. Otherwise, reimbursement will be made to the member
  • Applicant must provide documentation of being accepted and registered for course
  • The recipient will be asked to provide documentation of having completed the course work

IPMA-SCP and IPMA-CP Certifications Scholarship Description

This scholarship will provide payment to cover the cost of the competency training class registration, depending on the availability of funds and number of applicants. Class may be held in person or virtual.

NC IPMA-HR Annual Conference Scholarship Description

This scholarship will provide payment to cover the cost of the annual conference registration, depending on the availability of funds and the number of applicants. Conference may be held in person or virtual.

Scholarship applications are available on NC IPMA-HR’s website at www.nc-ipma.org under the Scholarship heading. Click on the Scholarship Application link below. How the Scholarship Program Works

The Scholarship Committee will collect applications until January 15th of each year. Any applications received after January 15th will be considered for the next year. The Scholarship Committee will review the applications and based on the criteria will nominate no more than 3 for each education scholarship to the Board based on available funding. The nominations will be presented to the Board of Directors at the February Board meeting. The Chapter’s Board of Directors has final approval of scholarships to be awarded. The chairperson will notify the selected candidate(s) of conditional approval of their applications. Scholarship recipients will be announced at the annual NC IPMA-HR spring conference.

The Scholarship Committee

The Scholarship Committee will consist of a chair, appointed by, and approved by the NC IPMA-HR Board. In addition to the chair, the scholarship committee should ideally have 2-4 volunteer members. The chair and volunteer members are expected to serve at least one 12-month term, but the chair and volunteer members may elect to serve as long as they desire as there are no term limits. If volunteer members wish to no longer serve, the chair should be notified verbally or in writing. If the chair no longer wishes to serve, the NC IPMA-HR current President and/or Board should be notified verbally or in writing.
