State and Local Governments Hiring Again
Even so, annual Center for Excellence workforce survey finds workforces are smaller than before the 2008 downturn.

WASHINGTON, DC - Local and state governments continue their hiring trend although their workforces are still smaller since the 2008 economic downturn; recruitment and retention continue to be challenges; and pressure on benefits continues, particularly health care.

"State and Local Government Workforce: 2014 Trends" is an annual survey conducted by the Center for State and Local Government Excellence (slge.org), the International Public Management Association for Human Resources (ipma-hr.org), and National Association of State Personnel Executives (naspe.net) of human resource professionals. Two hundred ninety-eight (298) IPMA-HR and NASPE members took part in the survey, which was conducted in March and April 2014. Myers Johnson, our friend, colleague and devoted NC-IPMA member from the City of Asheboro, passed away suddenly late on Sunday, April 27. He will be greatly missed.

Myers was a dedicated member of NC-IPMA and served in several capacities over the years. He served as President of NC-IPMA from 2007 until 2008. Myers was always very helpful and was a much-loved Past President.

Brilliant people and companies simplify; others complicate. The evidence of this principle is all around us.  Ebay simplified the garage sale; Google distills the enormity of the Internet in seconds; and Apple has engineered the “smart” in phones so that all of its customers don’t have to be. In just a matter of weeks -- Oct. 1 to be precise -- health insurance exchanges will open in every state. But it's another set of dates that government employers are counting down to: 2014 and 2018. The former marks the start of a three-year transitional reinsurance fee under the Affordable Care Act, while the latter is the first year of the so-called "Cadillac tax." More

Healthcare – the employer mandate in the Affordable Care Act (ACA) has been delayed until January 2015. Other provisions remain intact, including the requirement that employer’s notify employees of the healthcare exchanges beginning in October 2013.
